Creates three new permit types for Texas residents who cannot provide federal immigration documentation: a Texas conditional driver's permit (for adults), provisional Texas conditional driver's permit (for those under 18), and Texas conditional learner permit

Requires applicants to have resided in Texas for at least one year and present identity documents such as a foreign passport, consular document, border crossing card, Mexican voter registration card, or IRS-issued individual taxpayer identification number

Permits are valid for driving purposes only and explicitly cannot be used as identification for any federal purpose, including voting; permits must be clearly marked with this restriction

Sets a fee of up to $100 for permit issuance or renewal, with the Department of Public Safety authorized to lower the fee once implementation costs are recouped

Texas conditional driver's permits expire after two years; provisional and learner permits expire when the holder turns 18; all applicant information, including criminal history, is confidential and cannot be used in immigration proceedings
