Amends Section 245.004 of the Local Government Code to modify exemptions from limits on political subdivision authority over permit regulations

Removes the requirement that a building construction permit be "at least two years old" to qualify for an exemption from the chapter's protections

Permits for construction of buildings intended for human occupancy or habitation remain exempt when issued under uniform building, fire, electrical, plumbing, or mechanical codes adopted by recognized national code organizations

Local amendments to those codes remain exempt only when enacted solely to address imminent threats of destruction of property or injury to persons

Takes effect September 1, 2025
