Texas Department of Agriculture must conduct a study on the impact of seed banks and seed preservation in counties with populations over 2,000,000 that also have a conservation facility

Study will assess how seed banks affect food access, including the number of people they can generate food for and their limitations in feeding populations

Study will evaluate environmental impacts, including ecosystem restoration and biodiversity recovery following natural disasters such as hurricanes, fires, or floods

Department must submit a report with findings and legislative recommendations to the governor, lieutenant governor, speaker of the house, and relevant legislative committees by December 1, 2026

Act takes effect September 1, 2025 and expires January 1, 2027
