Requires county voter registrars to cancel all voter registrations on November 30 immediately following each presidential election, with no option to challenge or reinstate these mass cancellations

Voters must submit a new registration application under Chapter 13 after each presidential election cycle to regain voting eligibility

Initial voter registration certificates will now expire on November 30 following the next presidential election, rather than on January 1 of an even-numbered year

Eliminates the automatic renewal certificate system and reduces the suspense list cancellation period from after the second general election to after the first general election

Imposes a civil penalty of up to $5,000 per failure on registrars who do not timely perform registration duties, enforceable by the Attorney General, and mandates (rather than permits) the Secretary of State to withhold funds from non-compliant registrars
