Makes State Bar of Texas membership voluntary for licensed attorneys rather than mandatory, allowing attorneys to practice law in Texas without enrolling in the State Bar

Requires annual fee referendums where two-thirds of affected State Bar members must approve any membership or other fees before the State Bar can collect them; if a referendum fails or is not held, no fees may be collected that fiscal year

Prohibits the State Bar from using funds to provide gifts, grants, or donations to judges, justices, judicial candidates, or judicial associations, and prohibits such individuals and their family members from accepting such gifts

Changes the evidentiary standard for attorney disciplinary proceedings from "substantial evidence" to "clear and convincing evidence" and requires a system for imposing monetary sanctions against persons who file frivolous grievances

Replaces references to "disbarment" throughout the code with "revocation of license to practice law" and extends disciplinary rules and procedures to apply to all licensed attorneys regardless of State Bar membership status
