Establishes online voter registration through a secure website administered by the Secretary of State in coordination with the Department of Public Safety, allowing persons with unexpired Texas driver's licenses or personal identification cards to submit initial registration applications or updates electronically

Lowers the minimum age to apply for voter registration from 17 years and 10 months to 17 years

Creates same-day voter registration at polling places during early voting and election day, allowing unregistered but otherwise eligible voters to register and cast a provisional ballot upon presenting photo ID with current address

Requires two voter registrars to be present at each polling place while polls are open, and designates election officers serving early voting polling places as deputy voter registrars

Requires high school deputy registrars to annually report to the Secretary of State the number of registration forms distributed and number of eligible students, with the Secretary maintaining a public list of high schools and their compliance status

Extends the deadline for verifying and counting provisional ballots from the 9th to the 10th day after election day, and extends the local canvass deadline from the 11th to the 14th day after election day
