Mandates institutions establish disciplinary sanctions for violations, including expulsion for students and disbanding of student organizations

Prohibits institutions from spending state-appropriated funds until their governing board submits an annual compliance certification report to the legislature and the Texas Higher Education Coordinating Board

Applies to the 2025-2026 academic year, with the funding restriction provision taking effect for appropriations beginning September 1, 2026

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
