Amends Section 212.0241 of the Texas Election Code to clarify that the provision allowing recounts without specific grounds applies only to "paperless" electronic voting systems, not all electronic voting systems

Candidates who lost an election using paperless electronic voting systems may request an initial recount without having to establish a specific legal ground for the recount

Winning candidates may also obtain a recount if an opposing candidate's recount petition is approved for a partial recount that does not cover all voting system precincts

Directs the Secretary of State to prescribe procedures necessary to implement recounts of paperless electronic voting system results without requiring a specific ground

Takes effect September 1, 2025
