Allows motor vehicle owners to designate multiple beneficiaries (rather than only a sole beneficiary) to receive the vehicle upon the owner's death through a transfer-on-death designation

Beneficiary designations remain revocable and can be changed at any time without the consent of any designated beneficiaries

If any designated beneficiary survives the owner by 120 hours, the vehicle transfers to each surviving beneficiary; if all beneficiaries fail to survive by 120 hours, the designation lapses

Requires all beneficiaries to jointly submit a title application within 180 days of the owner's death (or last surviving joint owner's death) along with proof of death to complete the transfer

Takes effect September 1, 2025
