Health and Human Services Commission is required to lease approximately 16.08 acres of state property (a portion of the Austin State Hospital tract) to Travis County for a term of 99 years

The lease requires no monetary payment; consideration is Travis County's obligation to use the property only in a manner that primarily promotes a public purpose of the state

If Travis County fails to use the property for a public purpose for more than 180 continuous days, the lease automatically terminates and possession reverts to the Health and Human Services Commission

Travis County may operate and maintain public amenities on the property and construct, demolish, or modify improvements, utilities, infrastructure, and amenities

The lease is exempt from certain statutory requirements in the Health and Safety Code (Sections 533.084 and 533.087) and Natural Resources Code (Section 31.158) that would otherwise govern disposition of state property
