Requires that individualized advice on preparing, prosecuting, or presenting veteran disability claims only be provided by individuals accredited by the Department of Veterans Affairs

Prohibits businesses from accessing or attempting to access veterans' benefit information through the VA's eBenefits portal

Establishes civil penalties of up to $25,000 per violation, with an effective date of September 1, 2025 (or immediately upon two-thirds legislative approval)
