Exempts school district-issued devices used for educational purposes from the restrictions, and allows students with documented medical conditions to access devices when a medical professional certifies it is necessary for treatment or management

Requires districts to provide students access to a telephone for contacting parents or caregivers during school hours when needed

Directs the Texas Education Agency to collect data from districts and publish annual reports through 2030 measuring the policy's effects on student behavior, mental health, disciplinary incidents, and stakeholder opinions
