Transfers governance, control, management, and all property of the University of Houston--Victoria from the University of Houston System to The Texas A&M University System, effective September 1, 2025, renaming it Texas A&M University--Victoria

All students and employees of the university automatically become students and employees of Texas A&M University--Victoria upon the effective date, with employment status and accrued benefits preserved

Existing contracts, bonds, tuition rates, fees, and rules adopted by the University of Houston System remain in effect until modified or superseded by The Texas A&M University System Board of Regents

Transfers employee group benefits from the state employee program (Chapter 1551, Insurance Code) to the uniform insurance benefits program for Texas A&M System employees (Chapter 1601, Insurance Code), with service credit preserved

Requires both boards of regents to enter into a memorandum of understanding by June 1, 2025, establishing a transition plan for transferring all powers, duties, property, records, and appropriations
