Prohibits the Texas Commission on Environmental Quality from issuing air quality permits, permit amendments, or standard permit authorizations for aggregate production or crushing facilities in specified protected areas

Restricts new facilities within four miles of a lake owned by a river authority that supports a national fish hatchery

Restricts new facilities within four miles of a state park entrance that contains a cavern designated as a National Natural Landmark in 1971

Restricts new facilities within two miles of a youth camp founded in 1975 and licensed by the Department of State Health Services

Exempts facilities already operating under permits issued or standard permit authorizations granted on or before January 1, 2025
