Requires the executive commissioner to establish a separate provider type for local public health entities for enrollment and reimbursement purposes under the child health plan program (CHIP)

Defines "local public health entity" to include local health units, local health departments established under Subchapter D of Chapter 121, and public health districts established under Subchapter E of Chapter 121

Implementation contingent on either specific legislative appropriations or available funding at the Health and Human Services Commission's discretion

Allows state agencies to delay implementation if federal waivers or authorizations are required

Takes effect immediately with two-thirds vote or September 1, 2025
