Allows the commission to adjust the 12-month eligibility period to align a household's SNAP recertification with a child's Medicaid eligibility redetermination

Excludes certain populations from the 12-month eligibility period: individuals expecting circumstances to change within six months; elderly (60+) or disabled individuals with no earned income in households where all members are elderly/disabled with no earned income; and households containing an able-bodied adult (ages 18-49) without dependents or disability

Requires annual inflation adjustments to the maximum value of resources excluded when determining SNAP eligibility, based on the Consumer Price Index for All Urban Consumers, with adjustments made by October 1 each year

Mandates a one-time catch-up inflation adjustment for excluded resources reflecting cumulative CPI changes since July 1, 2001, with this provision expiring October 1, 2026
