Requires the Texas Department of Insurance to issue annual calls for statistical report data from title insurance agents by March 1 (with reports due May 1) and from title insurance companies by April 1 (with reports due June 1)

Mandates the department publish compilation reports summarizing submitted statistical data on its website, including information on loss experience, operating expenses, premiums, and other material matters

Sets publication deadlines for compilation reports: October 1 for title insurance agent data and November 1 for title insurance company data each year

Allows title insurance companies and agents to continue charging current premium rates until new rates are established using data from the newly required reports

Takes effect immediately with a two-thirds legislative vote, otherwise becomes effective September 1, 2025
