Expands mandatory health benefit plan coverage for biomarker testing to explicitly include patients who have received organ transplants

Requires coverage for biomarker testing used for diagnosis, treatment, management, or ongoing monitoring of diseases and conditions when supported by FDA-approved tests, Medicare coverage determinations, clinical practice guidelines, or consensus statements

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026

Allows state agencies to delay implementation if federal waivers or authorizations are required

Takes effect September 1, 2025
