Requires the Railroad Commission of Texas to update rules involving rainfall intensity, duration, and frequency data at least once every five years using the latest available data from NOAA or a comparable source

Mandates the commission incorporate new rainfall data from each new volume of the Precipitation-Frequency Atlas of the United States published by NOAA

During each required rulemaking update, the commission must consider the costs avoided by the state, the variance between existing and new rainfall data, and the accuracy of newly available data compared to existing data

Requires the Railroad Commission to adopt the first updated rules under these new requirements by January 1, 2026

Takes effect September 1, 2025
