Removes the "small" qualifier and production limits (previously capped at 2,500 pounds annually) from the definition of honey production operations, expanding regulatory exemptions to all beekeepers regardless of scale

Eliminates restrictions that previously required honey to be sold only directly to consumers at specific locations (beekeeper's home, farmer's markets, farm stands, fairs/festivals) and only by the beekeeper or immediate family members

Prohibits local governments and health departments from regulating honey or honeycomb production at any honey production operation

Simplifies labeling requirements by removing the mandate to include a statement that the facility was not inspected by the Texas Department of State Health Services

Classifies honey extraction as harvesting a raw agricultural commodity and bottling/packaging honey as packaging a raw agricultural commodity, eliminating additional manufacturing or processing requirements

Takes effect September 1, 2025; passed the House 105-32 on April 30, 2025, and the Senate 31-0 on May 25, 2025
