Defines "telework" as a work arrangement allowing state agency employees to regularly conduct agency business at a location other than their assigned workplace during established work hours

Authorizes state agency heads to enter into written telework agreements with employees only to address lack of available office space or to provide flexibility that enhances the agency's mission

Requires telework agreements to be in writing, include reasons for authorization, state revocation terms, and be renewed at least annually; agencies may revoke agreements at any time without notice

Mandates agencies using telework to develop and publicly publish telework plans that include employee performance evaluation criteria, productivity monitoring systems, security controls, and a prohibition on employees conducting in-person business at personal residences

Effective date is September 1, 2025; passed the House 138-6 on May 8, 2025, and the Senate 31-0 on May 28, 2025
