Authorizes municipalities to impose impact fees for roadway facilities and safety improvements in their extraterritorial jurisdiction, but only for new developments or new municipal utility districts, with fees proportional to the development's impact on the municipality

Grants counties authority to impose impact fees for roadway facilities or safety improvements in unincorporated areas to accommodate new developments or new municipal utility districts

Allows municipalities and counties to require traffic analyses as part of plat applications when the analysis is for the purpose of imposing impact fees under Chapter 395

Permits impact fee funds to be used for safety improvements to roadway facilities, and exempts roadway facility impact fees from the prohibition on using fees for repair, operation, or maintenance of existing improvements

Applies only to impact fees imposed on or after the effective date of September 1, 2025; fees imposed before that date remain governed by prior law
