Requires the Public Utility Commission to ensure ERCOT periodically evaluates grid enhancing technologies (hardware/software that improves transmission system performance) and high-performance conductors (modern conductors with increased capacity and reduced thermal sag)

Evaluations must assess these technologies for their potential to increase transmission capacity, reduce congestion, improve reliability, enhance safety of water crossings, and reduce wildfire risk

ERCOT must consider availability, technical feasibility, repairability, durability, operational risks, long-term load support viability, and cost-effectiveness when evaluating technologies

ERCOT may prepare reports on available technologies for electric utilities and cooperatives, and may decline to recommend technologies deemed not readily available, feasible, or cost-effective

Electric utilities must include an evaluation of recommended technologies' potential integration with each application for a new or amended certificate of convenience and necessity for transmission projects

Public Utility Commission must adopt implementing rules by January 1, 2026, with the act taking effect September 1, 2025
