Mandates school districts verify that project managers are licensed or registered with the Texas Board of Professional Engineers and Land Surveyors before entering into contracts

Requires project managers to provide evidence of professional liability insurance or errors and omissions coverage for construction projects exceeding $1,000,000

Establishes that performance bonds must equal at least 10% of the total contract value and must be issued by a surety company authorized to conduct business in Texas

Allows claims against the bond if the project manager fails to meet deadlines, causes budget overruns, or fails to pay subcontractors or suppliers

Takes effect September 1, 2025
