Expands the definition of "low-volume livestock processing establishment" to include facilities processing fewer than 400 domestic swine, 800 sheep, 1,000 goats, or 100 cattle per calendar year

Maintains existing thresholds for rabbits (fewer than 10,000) and poultry (between 1,000 and 10,000) to qualify as low-volume establishments

Preserves the exemption for establishments processing 1,000 or fewer poultry raised by the operator, which remain free from additional state regulation and may sell directly to consumers

Amends Section 433.0245 of the Health and Safety Code to reorganize and clarify the categories of livestock covered under low-volume processing regulations

Takes effect September 1, 2025
