Prohibits package store permit holders from transferring their permits to any new location, replacing the previous restriction that only prohibited transfers to another county

Excludes package store permittees from the general provision allowing permit holders to apply for a change of business location with the Texas Alcoholic Beverage Commission

Requires that original package store permits for existing businesses can only be issued if the business has been operating at the same location (not just the same county) for more than one year before acquisition

Adds a new requirement that original package store permits must be issued for the same location as the existing package store business being acquired

Takes effect September 1, 2025
