Creates the Texas Adoption Is an Option Education and Awareness Program, administered by the Health and Human Services Commission in collaboration with the Texas Education Agency, to promote adoption services awareness statewide

Requires the State Board of Education to adopt age-appropriate essential knowledge and skills on adoption for each grade level in health curriculum, with adoption discussed alongside reproductive health, parenting, and contraception

Mandates that entities receiving state funds for pregnancy counseling or reproductive health services provide adoption informational materials, train employees on adoption laws, and verbally explain adoption options to patients before providing pregnancy-related services

Establishes a grant program for certified nonprofit organizations to create educational campaigns, train educators and health care providers, and develop adoption-related instructional materials, with at least 75% of funds required for education/awareness activities

Takes effect September 1, 2025, with school curriculum changes applying beginning with the 2026-2027 school year and HHSC required to adopt implementing rules by December 1, 2025
