Requires the Texas Secretary of State to develop an online assistive tool allowing voters with certain disabilities to complete mail ballot applications and mark ballots using assistive technology without personal assistance

Applies to voters who are eligible to vote by mail due to disability and would qualify for polling place assistance due to physical disability or inability to read and write

Allows eligible voters to print and submit completed applications, request email transmission of balloting materials from early voting clerks, and print and submit marked ballots by mail

Amends existing election code to include ballots transmitted via the new Chapter 107 in procedures for handling duplicate ballots and notifying voters of ballot rejection

Takes effect September 1, 2025, and applies to elections ordered on or after that date
