Establishes the Texas Pregnancy and Parent Support Network to connect expectant parents who receive prenatal diagnoses of significant fetal anomalies, rare disorders, or medically complex conditions with service providers and third-party patient navigators

Requires the executive commissioner to increase the maximum family income limit for the Medicaid buy-in program for children with disabilities beyond the current 300% of federal poverty level to the maximum allowable amount based on available appropriations

Directs the Health and Human Services Commission to enroll children on the Medically Dependent Children Program (MDCP) waiver interest list if they receive Supplemental Security Income and meet nursing facility level of care criteria

Creates reserved MDCP waiver diversion slots for children who meet medical necessity criteria and are at high risk of institutional placement, with parents able to apply after birth if the newborn is at imminent risk

Expands Texas Home Living (TxHmL) waiver program eligibility by aligning income limits with other Section 1915(c) waiver programs and eliminating IQ testing requirements for individuals with approved related condition diagnoses
