Requires the Texas School Safety Center to collaborate with the Health and Human Services Commission to research best practices for day-care center emergency preparedness and serve as an information clearinghouse

Mandates development of safety and security audit procedures for day-care centers, including audit frequency and reporting requirements to the Texas School Safety Center

Requires the Texas School Safety Center to develop and publish standard emergency response protocol guidelines for day-care centers

Obligates all day-care centers to follow the standard emergency response protocols, conduct safety and security audits, and report audit results to the Texas School Safety Center

Takes effect September 1, 2025, with procedures and guidelines to be developed as soon as practicable after that date
