Prohibits property owners' associations (POAs) from imposing fines in unreasonable amounts and requires enforcement policies to include restrictions on unreasonable fines

Restricts POAs from increasing annual assessments by unreasonable amounts year-to-year unless a majority of eligible voters approve the increase

Requires POA boards to adopt assessment policies for common area maintenance, improvements, and amenity fees, with majority voter approval needed before levying common area assessments

Prohibits POAs from filing assessment liens when the debt consists solely of a minor fine

Prevents POAs and architectural review authorities from prohibiting minor aesthetic improvements to residences, including paint color choices, fencing construction, and landscaping improvements that comply with building codes

Bars POAs from requiring owner approval before renting a residence as a short-term rental (defined as rentals for less than 30 consecutive days) and from unreasonably restricting common area use without majority voter approval

Takes effect September 1, 2025, with lien restrictions applying only to liens filed after that date
