Requires the Texas Commission on Law Enforcement (TCOLE) to collect and maintain incident-based data submitted by law enforcement agencies, including data compiled from reports under Article 2B.0054 and 2B.0055 of the Code of Criminal Procedure

Mandates TCOLE to develop, in consultation with the Department of Public Safety, Bill Blackwood Law Enforcement Management Institute, W.W. Caruth Jr. Police Institute at Dallas, and Texas Police Chiefs Association, standardized guidelines and policies to ensure data quality and accuracy

Requires biennial review and revision of guidelines and policies by January 1 of each odd-numbered year to ensure data quality supports academic research and reporting

Directs TCOLE to publish incident-based data on its public website in a downloadable format, along with a glossary of terms to help the public understand the data, excluding information protected from disclosure under public information laws

Requires TCOLE to conduct a study and report findings by January 1, 2027 on improving data quality, reducing redundant reporting requirements, and the feasibility of collecting additional data on police-pedestrian encounters and supporting multivariate analysis; this study provision expires September 1, 2027
