Texas Education Agency must establish a pilot program for outcomes-based contracts where school districts and open-enrollment charter schools tie vendor compensation to measurable student outcomes such as academic performance, graduation rates, and skill proficiency

At least five school districts and open-enrollment charter schools must be selected to participate in the pilot program

Participating contracts must include clearly defined outcome targets for increased student achievement, specific quantifiable performance metrics, incentives for meeting or exceeding targets, and flexibility for tailored educational strategies

Grant funding will be awarded to participating schools with amounts correlated to achievement of outcome targets

Agency must submit a report to the legislature by December 1, 2028 with results and recommendations on whether to expand the program statewide; the pilot program expires September 1, 2029
