Counties with populations over 1 million must ensure the number of polling places within each state representative district does not differ by more than one from any other state representative district in the county

Raises the population threshold from 400,000 to 1 million for counties required to establish early voting polling places in each state representative district during primary elections, general elections, and special legislative/congressional elections

Counties with populations between 120,000 and 1 million must establish early voting polling places in each commissioners precinct rather than each state representative district

For state representative districts spanning multiple counties, the required number of polling places is reduced proportionally based on the number of qualified voters residing in each county, as determined by the Secretary of State

Takes effect September 1, 2025
