Requires the Windham School District and the Texas Department of Criminal Justice (TDCJ) to enter into a memorandum of understanding for postsecondary education programs to be administered by the district for inmates

Establishes a postsecondary education advisory board within the Windham School District to advise TDCJ on postsecondary education programs

Advisory board membership includes representatives from the Texas Higher Education Coordinating Board, Texas Department of Licensing and Regulation, Texas Workforce Commission, and public institutions of higher education on a rotating basis

Advisory board must also include a representative from an organization representing families of district students, an organization advocating for student education, and a current or former district student

Takes effect September 1, 2025
