Establishes a 13-member School Health and Related Services (SHARS) Program Advisory Council to advise the Texas Education Agency and Health and Human Services Commission on Medicaid reimbursement for health services provided through students' individualized education programs (IEPs)

Council membership includes: 1 TEA employee, 2 HHSC employees, 3 school district superintendents or CFOs from districts of varying sizes, 3 special education directors, 2 parents of eligible students, 1 special needs advocacy group member, and 1 special education services provider

Commissioner of Education appoints the TEA member; the HHSC Executive Commissioner appoints the remaining 12 members and designates the council chair

Members serve staggered four-year terms, receive no compensation but are entitled to travel expense reimbursement, with HHSC providing administrative support funded through legislative appropriation

Initial council appointments must be made by October 1, 2025, with the act taking effect immediately upon two-thirds vote or September 1, 2025
