Caps annual expenditures for municipalities and counties to the greater of the prior year's total expenditures or the prior year's expenditures multiplied by a rate equal to population growth plus inflation, as published annually by the Legislative Budget Board by January 31

Allows expenditures to exceed the cap only if voters approve the additional spending at a uniform election date, or if the governor declares a disaster affecting the jurisdiction (limited to actual disaster-related costs)

Excludes voter-approved bond proceeds and grants, donations, or gifts from the expenditure cap calculation

Requires municipalities and counties to post a "taxpayer's budget summary" on their website within 20 days of budget adoption, including total budget amount, spending by category (public safety, transportation, debt service, etc.), and a taxpayer impact statement comparing fees and property taxes to the prior year

Requires a proposed budget summary to be posted at least 20 days before the public hearing on budget adoption, comparing proposed amounts to the prior fiscal year by category; applies to fiscal years beginning on or after December 1, 2025
