Requires Texas public colleges and universities to include measures in their multihazard emergency operations plans ensuring equal access to safety for students, personnel, and guests with disabilities during emergencies

Mandates installation of emergency evacuation assistance devices on each floor of campus buildings with two or more floors for use by individuals requiring mobility assistance, beginning with the 2026-2027 academic year

Directs the Texas Higher Education Coordinating Board to adopt rules by May 1, 2026 for disability safety provisions in emergency plans, in consultation with the advisory council on postsecondary education for persons with disabilities, Governor's Committee on People with Disabilities, and Texas Council for Developmental Disabilities

Establishes a grant program administered by the Coordinating Board to help institutions purchase, install, and train personnel to operate emergency evacuation assistance devices, with priority given to institutions demonstrating highest need based on number of students requiring such devices

Permits institutions and the Coordinating Board to use legislative appropriations, grants, and gifts from public or private sources to fund device installation and personnel training
