Expands the Texas Maternal Mortality and Morbidity Review Committee's duties to explicitly include studying and reviewing deaths related to voluntary termination of pregnancy (abortion)

Requires the committee to analyze trends, rates, and disparities in pregnancy-related deaths and severe maternal morbidity specifically including those related to voluntary termination of pregnancy

Removes the exemption that previously prevented records pertaining to voluntary termination of pregnancy from being collected, maintained, or disclosed under the maternal mortality review chapter

Maintains the existing exemption only for therapeutic termination of pregnancy records, which remain protected from collection and disclosure

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise effective September 1, 2025
