Requires construction and renovation of readiness centers, training facilities, and support infrastructure to address the department's infrastructure crisis, with 96% of readiness centers currently rated as deficient or failing and a two-million-square-foot space shortfall

Mandates construction of a combat training center providing multi-domain warfare training (air, land, sea, space, electromagnetic, and cyber) with dedicated opposing force role-players and realistic training environments

Requires additional specialized training facilities for urban warfare, cyber warfare, unmanned aircraft operations, helicopter gunnery, and joint operations with allied forces

Directs the department to purchase modern equipment including next-generation body armor, encrypted communication systems, reconnaissance drones, counter-drone electronic warfare assets, and mobile command and surveillance systems

Requires semiannual reports to the governor, lieutenant governor, speaker, and legislature on fund expenditures, construction progress, and military readiness improvements
