Expands the definition of "abortion services provider" under the Thriving Texas Families Program to include not only abortion providers, but also anyone who provides abortion-inducing drugs, facilitates travel for abortions, provides information about abortion services, or advocates for abortion-related services

Requires service providers in the program to verify they have no legal relationships, shared employees, financial transfers, or trademark associations with abortion services providers, and prohibits them from recommending abortion as an option to clients

Mandates annual written certification from network contractors and service providers affirming they uphold the program's "life-affirming mission" and are not involved in activities contradicting program objectives

Excludes governmental entities, hospitals, hospital districts, and organizations primarily functioning as medical, behavioral health, or mental health providers from eligibility for program funding, with exceptions for organizations that contracted before September 1, 2023

Adds assistance in identifying and applying for stable housing services to the list of services provided through the program and requires the commission to seek comments from network providers when identifying performance outcome indicators

Takes effect September 1, 2025
