Prohibits federal education block grants from being allocated, spent, or transferred except as specifically authorized by the legislature through appropriation or other general law

Requires the Texas Education Agency to submit an annual report to the legislature on the use of federal education block grants during the preceding school year

Mandates that the annual report include information on the effect of block grant allocations on education in Texas, including progress toward reducing educational disparities or improving student achievement

Exempts federal education block grants from being withheld or transferred under the state's budget execution authority (Government Code Chapter 317)

Takes effect September 1, 2025
