Public institutions of higher education must submit biennial reports by June 1 of each even-numbered year to the Texas Higher Education Coordinating Board on sexual assault incidents occurring within a two-mile radius of campus during the preceding two years

Reports must include incident rates and a detailed plan to reduce sexual assault occurrences near campus, prepared in consultation with appropriate law enforcement entities

The coordinating board must submit a summary report to the legislature by January 1 of each odd-numbered year, including recommendations for legislative or other action to reduce sexual assault rates near campuses

The bill takes effect September 1, 2025
