Prohibits political subdivisions in Texas from adopting or enforcing ordinances, orders, regulations, or other measures that establish or operate guaranteed income programs, unless explicitly authorized by state law

Defines "guaranteed income program" as a program providing unconditional, regular cash payments to individuals for any purpose without restrictions

Exempts programs that require recipients to seek employment, perform work, or attend career/job training as a condition of receiving payment from the prohibition

Allows existing guaranteed income programs enacted before the effective date to continue operating until January 1, 2026, or until the program's expiration, whichever comes first

Takes effect immediately with a two-thirds vote of both legislative chambers, or September 1, 2025, without such a vote
