Establishes the Texas Post-adoption Assistance Program, administered by the comptroller, to provide financial assistance to adoptive parents of children from Texas's foster care system for post-adoption expenses

Allows certified 501(c)(3) nonprofit organizations to participate in the program by soliciting donations and awarding grants, with at least 97% of donated funds required to go directly to grants and no more than 3% for operating expenses

Sets maximum annual grant amounts at $2,000 for parents adopting a single child, or $1,500 per child for parents adopting multiple children, with eligibility continuing until the child turns 18 or receives a high school diploma

Permits grant funds to be used for behavioral therapy, psychological therapy, specialized tutoring, transportation for family visits, therapeutic camps, equine or musical therapy, respite care, and other therapeutic activities

Provides state matching funds for grants awarded by certified organizations, subject to available appropriations, and allows recipients to carry over up to 50% of unused funds to the following fiscal year
