Requires independent school district boards to give public school districts, open-enrollment charter schools, and state-approved private schools the opportunity to make offers on unused or underused facilities before offering them to other entities

Mandates that school districts obtain an appraisal report dated within 12 months before selling or leasing a facility

Establishes a 90-day exclusive period during which only public school districts, charter schools, and private schools may submit offers, with the board required to accept the best offer meeting or exceeding appraised value

Allows facilities to be offered to the general public if no qualifying offers are received during the initial 90-day period

Provides a 14-day right of first refusal for schools that submitted initial offers to match or exceed the material financial terms of any public offer the board intends to accept
