Teacher Retirement System of Texas shall make a one-time supplemental payment to eligible annuitants no later than January 2026

Payment amount equals the lesser of the recipient's regular monthly annuity payment or $3,000

Eligible recipients include those receiving standard retirement annuities, optional retirement annuities, life annuities, guaranteed 60-month annuities, or alternate payee annuities, with retirement or death dates on or before December 31, 2024

Payment excludes disability retirees with less than 10 years of service credit, deferred retirement option plan account payments, and certain survivor beneficiaries receiving fixed statutory amounts

Payment is contingent on the legislature appropriating sufficient funds beyond the state's required contribution to the retirement system; if funding is insufficient, no payment will be made
