Creates the Texas Energy Waste Advisory Committee to recommend improvements to state agency programs that reduce energy waste, increase energy efficiency, and enhance demand response programs to improve ERCOT grid reliability

Committee consists of 8 ex officio members: presiding officers from the Public Utility Commission and Texas Commission on Environmental Quality, ERCOT CEO, Comptroller, and executive directors from Texas Facilities Commission, Department of Licensing and Regulation, Department of Housing and Community Affairs, and General Land Office

Presiding officer of the Public Utility Commission (or designee) serves as committee chair; committee meets quarterly

Committee is exempt from open meetings and public information requirements (Government Code Chapters 551 and 552), though records are subject to certain public information provisions

Committee must submit a biennial report to the legislature by December 1 of each even-numbered year on activities and recommendations; effective date is September 1, 2025
