Adds "adoptive parent of a sibling" as a new placement preference category for children in DFPS conservatorship, ranking third in priority after relatives and persons with long-standing significant relationships, but before foster homes and general residential operations

Requires DFPS to identify whether a child has any adopted siblings before making placement decisions and notify those adoptive parents of the child's removal and placement needs

Mandates consideration of placing the child with a sibling's adoptive parent if that parent expresses interest, placement serves the child's best interest, and no higher-priority placement is available or appropriate

Requires DFPS to document in each case file the efforts made to identify and notify sibling adoptive parents, any interest expressed by those parents, and reasons for approving or denying such placements

Explicitly states the new provisions do not supersede existing placement preferences, do not require placement contrary to a child's best interest, and do not create any new cause of action for failure to comply
