Establishes the STEM Excellence Graduate Fellowship program as a merit-based fellowship for high-achieving research doctoral students in science, technology, engineering, and mathematics fields at Texas general academic teaching institutions

Requires fellowship applicants to be United States citizens, obtain any required federal security clearance for their research, and be enrolled in a STEM doctoral program

Limits fellowship participation to a maximum of five years, with continuing eligibility contingent on maintaining a minimum GPA set by the Texas Higher Education Coordinating Board and required security clearances

Authorizes the Coordinating Board to give preference to Texas residents and to contract with universities to assist with program administration, including reviewing applications and developing selection criteria

Permits the Board to solicit and accept grants, gifts, and donations from public or private sources to fund the program
